State Senator, 10th District Maryland General Assembly

Delores Goodwin Kelley, Ph.D., is a member of the Maryland State Senate and chair of the Senate Finance Committee, which has oversight of banking legislation.

Kelley, who serves constituents of the 10th District in Baltimore County, has been a state senator since 1995 and has sponsored more than 170 bills throughout her legislative tenure.

Included among her legislative victories are the Right to Counsel for Juveniles Arrested or Detained; Permanency for Children in Out-of-Home Placement; the Mothers and Infants Health Security Act; the New Home Builders Registration Act; and the No Probation before Judgment – Sexual Offenses Against a Child.

Because of the pandemic, Kelley said, the banking industry has become less focused on physical branches and is improving digital access to all subsets of current and future customers. “The pandemic thrusts both the financial industry and the Maryland General Assembly into an all-consuming virtual environment, which continues to shape both personal and business calendars,” she said.

A longtime professor and dean, Kelley retired from Coppin State University in 2004. She is also a founding director of the Harbor Bank of Maryland and serves on the board’s executive committee.

Kelley is also a life member of Alpha Kappa Alpha Sorority Inc. and a past president of the Black Jewish Forum of Baltimore. A former secretary of the Maryland Democratic Party, she served on the Maryland Electoral College in 2004 and as its chair in 2008.
