Over 170 of Maryland’s laws were bills sponsored by Senator Kelley. Her many legislative victories include: Right to Counsel for Juveniles Arrested or Detained; Permanency for Children in Out-of-Home Placement; Mothers and Infants Health Security Act; New Home Builders Registration Act; No Probation before Judgment - Sexual Offenses Against a Child; Grounds for Absolute Divorce-Domestic Violence; and Maryland General and Limited Power of Attorney Act (Loretta’s Law); Sexual Offense-Physical Resistance.

Among her many awards and recognitions are, the YWCA’s First Racial Justice Award; listing in Who’s Who in America; and the Daily Record’s Circle of Excellence for her three time recognition as one of Maryland’s Top 100 Women; Legislator of the Year by the Maryland Consumer Rights Coalition and the Maryland Chapter of the American College of Emergency Physicians; Trailblazer Award by the Baltimore County NAACP; NAMI’s (National Alliance on Mental Illness)  Marcia G. Pines Lifetime Advocacy Service Award; the Humanitarian Award from the Maryland State Conference of the NAACP; AARP’s Legislator of the Year; The Arc of Maryland’s Legislative Leadership Award and Healthy Teen Network’s Spirit of Service Award.  


A long-time professor and Dean, Dr. Delores G. Kelley retired from Coppin State University in 2004. A founding Director of the Harbor Bank of Maryland, she serves on the Board’s Executive Committee. She is a life member of Alpha Kappa Alpha Sorority, Inc, and a Past President of the Black Jewish Forum of Baltimore (BLEWS). Former Secretary of the Maryland Democratic Party, she served on the Maryland Electoral College in 2004 and as its Chair in 2008. 

Former Trustee Board Chair at Union Baptist Church, Delores G. Kelley is married to her college sweetheart, Dr. Russell Kelley, and is the mother of three adult children and the grandmother of three.
